INVITATION FOR 2026 PRE-QUALIFICATION EXERCISE

The Sharia Court of Appeal, Federal Capital Territory, Abuja, invites interested and reputable Companies, Contractors and Consultants with relevant proven competence and experience to submit tenders and expression of interest for the execution of the underlisted projects for the year 2026.

SCOPE OF THE WORKS/SUPPLY/SERVICES
The scope of the Works/Goods/Consultancy Services for the projects earmarked for execution are categorized as follows:

CATEGORY A – CONSULTANCY SERVICES:
LOT 1 – EXPRESSION OF INTEREST FOR CONSULTANCY SERVICES FOR REHABILITATION OF COURT BUILDINGS

CATEGORY B – WORKS:
LOT 2 – REHABILITATION OF COURT BUILDINGS

CATEGORY C – GOODS
LOT 3 – PURCHASE OF MOTOR VEHICLES
LOT 4 – SUPPLY OF FURNITURE
LOT 5 – SUPPLY AND INSTALLATION OF SOLAR ENERGY

PRE-QUALIFICATION REQUIREMENTS:
Prospective contractors/consultants shall be required to possess the following documents to pre-qualify.

ELIGIBILITY REQUIREMENTS:
a. Evidence of Certificate of Incorporation Issued by the Corporate Affairs Commission (CAC) including form CAC1.1 or CAC2 and CAC7;
b. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31ST December, 2026 or valid certificate issued by Bureau of Public Procurement (BPP);
c. Evidence of current Pension Compliance Certificate valid till 31st December, 2026;
d. Evidence of Company Income Tax Clearance Certificate for the last three (3) years (2023, 2024 & 2025); valid till 31st December, 2026;
e. Evidence of current Industrial Training Fund (ITF) compliance certificate valid till 31st December, 2026;
f. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) compliance certificate valid till 31st December, 2026;
g. Company’s Audited Account for the last three (3) years (2023, 2024 & 2025); duly acknowledged by the Federal Inland Revenue Service (FIRS).
h. Evidence of annual returns.

OTHER REQUIREMENTS:
a. Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including letters of Awards, Valuation certificates, Job Completion Certificates and photographs of the projects;
b. Company’s profile with the Curriculum Vitae of key staff to be deployed for the project, including copies of Academic/ Professional qualifications (COREN, QSRBN, ARCON, CORBON, etc.,);
c. Sworn affidavit disclosing that no director of the company has ever been convicted in any court in Nigeria or any other country for criminal offences relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter.
d. Sworn affidavit disclosing whether or not any officer of the relevant committees of the Sharia Court of Appeal or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in the bid are true and correct in all particulars;
e. Sworn affidavit that the company is not in receivership, the subject of any form of insolvency or bankruptcy proceedings or the subject of any form of winding up petition or proceedings.
f. Evidence of financial capability to execute the project by submission of Reference Letter from a reputable Commercial Bank in Nigeria indicating willingness to provide credit facility for the execution of the project when needed.
g. For the supply of Motor Vehicles, letter of authorization as representative of the Original Equipment Manufacturers (OEMs).
h. For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificate, Pension Compliance Certificate, ITF Compliance Certificate, NSITF Compliance Certificate, IRR and Sworn Affidavit are compulsory for each JV Partner).
i. All documents for submission must be transmitted with a covering/forwarding letter under the company’s letter headed paper bearing, amongst others, the Registration Number (RC), as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM NO) and e-mail Address. The letter headed paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the firm.

SUBMISSION OF EXPRESSION OF INTEREST DOCUMENTS FOR CONSULTANCY SERVICES:
All documents should be enclosed in a sealed envelope marked “2026 Expression of Interest for Consultancy Services” with the Lot number boldly written and must be returned to the Tenders Board Secretariat, Sharia Court of Appeal of the Federal Capital Territory, FCT – Abuja within two (2) weeks from the date of this publication. All documents should be submitted not later than 12:00 noon, Monday 27th July, 2026. Furthermore, the reverse side of each sealed envelope should bear the name and address of the Consultant and should be dropped in the designated Tenders Box in the Procurement Department, Sharia Court of Appeal, FCT-Abuja, between the hours of 9:00 am to 3:30 pm Monday to Friday.

All documents must be submitted on or before 12:00 noon, Monday 27th July, 2026. Documents will be opened immediately after the deadline for submission at the Court Room, Sharia Court of Appeal, Headquarters, Gudu District, FCT Abuja.

SUBMISSION OF PRE-QUALIFICATION DOCUMENTS FOR WORKS AND GOODS:
All Pre-qualification documents should be enclosed in a sealed envelope marked “2026 Pre-qualification” with the Lot number boldly written and must be returned to the Tenders Board Secretariat, Sharia Court of Appeal of the Federal Capital Territory, FCT – Abuja. Submission of documents will commence from 27th July, 2026 to 10th August, 2026. All documents should be submitted not later than 12:00 noon, Monday 10th August, 2026. Furthermore, the reverse side of each sealed envelope should bear the name and address of the bidders and should be dropped in the designated Tenders Box in the Procurement Department, Sharia Court of Appeal, FCT-Abuja, between the hours of 9:00 am to 3:30 pm Monday to Friday.

All Tender Documents must be submitted on or before 12:00 noon, Monday August, 10th 2026. Bids will be opened immediately after the deadline for submission at the Court Room, Sharia Court of Appeal, Headquarters, Gudu District, FCT Abuja.

Please Note: The above listed requirements shall form part of the bid evaluation criteria and non-compliance with any of the slated criteria shall result in automatic and outright disqualification of the bidder. Bidding will be conducted through National Competitive Bidding (NCB) procedures as specified in Public Procurement Act, 2007.

DISCLAIMER AND CONCLUSION
a. This announcement is published for information purpose only and does not constitute an offer by the Sharia Court of Appeal, FCT Abuja to transact with any party nor does it constitute a commitment or obligation on the part of the Court to Procure, Works, Goods or Services.
b. Any submission that does not conform to or failure to comply with the above requirements (Pre-qualification Requirements) would automatically disqualify a contractor/consultant while the document submitted after the closing date shall be returned unopened.
c. The Sharia Court of Appeal FCT Abuja reserves the right to verify the authenticity of the claims made in the documents submitted.
d. The Sharia Court of Appeal FCT Abuja will not be responsible for any cost or expenses incurred by any interested party in connection with any response to this invitation.
e. Only successful Pre-qualified contractors/consultants will be invited to Bid for LOTS.
f. The Sharia Court of Appeal FCT Abuja reserves the right to cancel the Invitation to bid.
– This also serves as invitation to Civil Society Organizations.
